The Money Did Not Move
YouTube still pays on engaged views: "Creator earnings will continue to be based on" engaged Shorts views and engaged watch hours (YouTube). One vendor sample found "Shorts views register +65% higher than engaged views" (Agentio). That is the size of the gap your reports may now be overstating.
What to Report Instead
- Engaged views, defined by YouTube as "clicking to watch or watching past the initial seconds" (YouTube Official Blog).
- Retention rates, such as the share of viewers who stayed past the opening of a Short (YouTube).
- Unique viewers and follows, which Instagram reports separately from views (Instagram).
- Returning viewers, because YouTube itself says "subscriber count is not the most accurate way to estimate the size of your active audience" (YouTube).

- Move performance targets and incentives from totals to rates.
